The platform is built in 12 dependency layers. Each layer must close before the next one begins. We are currently closing out the foundation infrastructure — audit logging, encryption, file storage, internal event bus, clinic admin UIs, AWS staging deployment — because every Layer 2+ feature depends on this work.
